These are hard quetsions. Houses vary greatly (from mansions to small homes, from luxurious to basics).
Here’s my suggestion: have your construction company build garages instead of houses for this project.
A garage is straightforward, it has a concrete pad, four walls, a roof, and a light bulb. It does not have plumbers or heating or carpet or drywall.
