The fastest growing area is Languedoc. There are major building projects around Montpellier (the skyline is full of cranes !).

Might be interesting looking at rail construction, too. A new dedicated TGV line will be built
Nimes - Montpellier
Perpignan to Figueras

with Montpellier - Perpignan being a longer term project.
