It’s a simple mathematical formula ‘reversal’. Obtaining such a percentage requires multiplication of the starting total cost by .03, which is the mathematical formula for 3%. To get back to the starting point, take the $5520 and DIVIDE it by .03 to get back to $184,000 as the total starting cost.
Solve for X where
5520/X = 3/100 (ie 3%)

if $5520 represent 3% of the cost
$1840 represent 1% 5520 : 3 = $1840
100% of the cost would be $1840 X100 =$184000
100 divided by 3= 33.33333333
33.33333333 multiply by 5520 = 184000
0.03 multiply by 184000 = 5520
