The prisoners of war of the invading force would be forced to rebuild all the infrastructural damage they have caused.
At the same time, modern construction equipment is provided and good food, facilities and medical care is provided to the POW slaves.
But they would still be considered POWs for as long as necessary. Unless they get over the age of forty.

I do not believe that this would justify slavery, as nothing would, because it is still trying to own somebody. According ot the Geneva convention you are not to be harmed, and cannot be forced to work, though if you are a chaplain or medical personnel. Both sides have caused damage to the area, so both sides can rebuild, but nobody should be enslaved and forced to work jobs they do not know to make one society better. That would just be that much more motivation for one country to invade another. Sample, if the invasion of Saudi Arabia would have went through, all those people would have had to rebuild oilrigs so others could profit from it.I think not. Though most countries will not play by our rules and do use their POWs as slave labor, I believe that it is totally wrong.
It is probably justified but i question how functional it would be. A few members of the invading force would be of course engineer types but the average grunt could do little more than fetch and carry on a construction site. Modern construction requires highly skilled labor which you are not going to find among the prisoners of even a technological nation like ours. I know I would have been worthless at rebuilding anything. I suspect that the troops of most of the worlds powers would be even worse. Better I think to make the invading power pay for a multinational to do the job right.

After the second world war many German POWs were forced to rebuild roads, cities, etc in Russia.
I think this is the same as repaying a debt to society. I mean they are prisoners not innocent people foced into slavery right?
I know this might seem odd , but I have always thought the US should of taken the Japanese at Hiroshima and Nagasaki as slaves , after all they were going to be dead anyway at least they could of lived .

Justified?? Maybe not. It’s really just revenge. That’s different than justice. The POW’s are just soldiers. Soldiers don’t decide to invade countries. Soldiers just go where ordered and kill the enemy as ordered. If you had actual criminals and you wanted to force them to work then fine. It’s punishment. I don’t think soldiers deserve to be punished for doing thier jobs. You kill them as quick as you can until they surrender, then you hold them on the side till the fighting is over. I respect anyone who will take up arms in the name of thier homeland, even if they are my enemy. I want to make the enemy surrender (unsually by killing all his friends). Forced labor would discourage surrender and prolong the battle. Thats not good for anyone.
Iraq is tough question because we go back and forth on who is a POW and then whether they can have POW rights. Further, the nature of a POW implies they have a nation that owns them so to speak. So during WWII US POWs in Japan and Japanese POWs in the US were had a country asking for their return. In this case no-one seems to be asking as a sovreign nation for their children back.
Yes, POWs can be used to rebuild. Yes, POWs have rights, and benefits. No, they cannot be called POWs for work and not POWs for right and benefits.
In 50 years we’ll get to read and live these experiences and decisions in a Musuem as our US Senate will probably one day issue an apology like they do all so sadly often in hindsite. But until then we will do and then decide later to judge ourselves.
