really depends on where your building your runway and the resources available at the time…….. example LA wants a new runway and has all types of materials avail….. but somewhere in the middle of kenya has no materials
All kenya needs to land a plane is a massive weedwacker. LA you may have to take out a building or something.

Well for the Runway
First you have to check the Soil Condition and get it inspected with the Soil Inspector…If It get passed then you have to excavate the area 10 feet wider on both sides than the actual usable area and 1 1/2 feet deep and for that you would need excavator and then start digging and all this done,you would need to clean the portion and then you would need to do allignment and measurements,leveling
After all this ,Asphalt crew will make the road..in runways i think they go for 3 layers
then you will run the roller for leveling and compaction of the road
then you would need finisher and then you runway iis ready after keeping unuse for 1 day or two

Depends on land condition, terrain, and weight/size of the craft intended to be using the runway. Many existing international airports were not strong or long enough for the new Airbus A380.
